ObjectiveTo analyze the relevant policies of Traditional Chinese Medicine development in Guangxi from 2011 to 2022 based on policy tool, and to explore the emphases and deficiencies of Guangxi Traditional Chinese Medicine development policy system, so as to provide theoretical references for the subsequent relevant policy formulation. MethodsBased on the two-dimensional analysis framework of policy tool dimension (X dimension) and Traditional Chinese Medicine development dimension (Y dimension), the content analysis method was used to code and analyze the policy texts related to Traditional Chinese Medicine development issued in Guangxi from December 2011 to December 2022. ResultsA total of 38 policy texts related to Guangxi Traditional Chinese Medicine development were eventually enrolled to study. In terms of policy tool dimension, supply-oriented policy tool was used the most frequently (42.75%), followed by environmental policy tool (38.07%), and the least use was demand-oriented policy tool (19.18%); moreover, there was an imbalance in the use of various internal sub-tools. From the perspective of Traditional Chinese Medicine development dimension, the use of Traditional Chinese Medicine support and guarantee was the most frequent (29.72%), Chinese medicinal materials industry had the lowest frequency of use (4.83%); in addition, there was also an imbalance in the use of tools across various categories. ConclusionPolicies related to Traditional Chinese Medicine development in Guangxi cover a wide range of aspects, but there are some irrational structural problems such as supply-oriented policy tool focuses on talent education and training, while information construction and capital investment need to be strengthened, environmental policy tool is not used enough in quality management and financial support, and demand-oriented policy tool is rarely used. It is suggested that in the process of policy formulation in the future, the realization of Traditional Chinese Medicine development aim in Guangxi can be promoted by strategies of increasing capital investment for Traditional Chinese Medicine development, improving effective driving force for Traditional Chinese Medicine development, ameliorating external environment for Traditional Chinese Medicine development, and perfecting and optimizing the use of different types of policy tools, etc.
